کار اعمار یک باب مکتب ابتدایی به ارزش ۴ میلیون افغانی زیر چتر پروژه‌ی اقرا از سوی برنامه‌ی ملی میثاق شهروندی وزارت احیا و انکشاف دهات، در روستای نوآباد بالیش مربوط ولسوالی ارگون ولایت پکتیکا آغاز شد.
این مکتب که طی ۵ ماه برای آموزش دختران و پسران به صورت پخته و اساسی اعمار می‌شود، دارای ۶ صنف درسی و سایر سهولت‌ها می‌باشد.
