 About RPCO/MRRD:
The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.
Job Description:
Duties & Responsibilities
Regular project Progress follow up with the PIU provincial staff to make sure for the quality and accuracy of the activities done at the field level.
Work with program. Finance, admin, HR, quality control, and procurement to speed up the administrative process.
Keep the track of budget and will also updates the project budget tracking sheet as he/she processes the projects’ instalments.
Establish and maintain the PPMS and MIS system of the project by working closely with M&E and MIS team.
Generating report from the system to the program management body and any other relevant units and stakeholders.
He/she will coordinate provincial missions to PIU office staff with Administration team.
Maintain the inventory of equipment of PIU.
Assist in provision of timely information to MRRD leadership and other stakeholders regarding status of the program activities
Coordination of program activities with finance, program, M&E , PIU and top management,
Assist in organizing of coordination meetings among representatives of MRRD, donors, development agencies, government ministries and other stakeholders and follow up on decision making and actions to be taken.
Taking the minutes of the meeting arranged within the program level.
Maintain and record keeping of all program related incoming and outgoing letters and correspondences.
Make sure the documentation of the project operations are in accordance with ADB and Government law.
Proper documentation and filling of project documents to be available on time for audit or other requirements.
Maintain a good coordination and communication with Kandahar PIU.
Other duties and responsibilities as assigned by Sr. Operation specialist.

Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor Degree of Management, economics, accounting, social studies.
5 years of experience in related field;
3 years of  experience in developmental projects and programs;
Having Good report writing skills.
English language in both writing and speaking required.
Excellent communication skills, excellent Pashto/Dari & good English. (Written Skill/ reading/ spoken)
Computer knowledge, (Windows, MS Office, Internet)
Demonstrated interpersonal skills.
Willing and ability to travel to the field.
Ability to set priorities and manage time effectively
Ability to work both independently and as an effective team member
Ability to write in a clear and concise manner and to communicate orally & effectively
Familiarity with Rural development Programs

Reports directly to Sr. Operations Specialist.
