About RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community-based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Job Description:

Duties & Responsibilities:

Develop quality control manual for all QC engineer, and apply it in the filed,

Monitor all quality related activities on the project.

Verify contractor quality requirements are specified to vendors and contractor documentation submittals.

Monitor the disposition of all issued nonconformance reports.

Monitor the progress and effectiveness of the project quality management system. Recommend and implement improvements when required.

Control all achieve documentation upon the completion of the project.

Sr.QC engineer must know Lab Tests and Mix design for the related projects .

Prepare and update project annual, quarterly, monthly, Weekly Site report,

Technical Problem Solving : Quality Controlee Engineer conducting review, clarification and problem solving with Contractor technical team on survey, detail drawing, material specification,
Contract Management: Quality Controlee Engineer to monitor and supervise implementation of the Contract Agreement including anticipating and resolving of Contract Change Management, Material Change, Work Change, Specification Change, Bill of Quantity Change, Scope of Work Change, etc.
Coordination: Quality Controlee Engineer (QCE) to establish regular coordination meeting to monitor the progress, project activity plan, and problem solving. Also to ensure and supervise that Contractor implement project construction management system tools (Time Schedule, S Curves, and Critical Path Methods) to control: material, labor, tools, time, and resources, etc.
Quality Control/Monitoring Engineer: to ensure and supervise day by day that Contractor have to provide and implement properly of strong Supervision and Inspection team consists of Quality Control Engineers, Lab materials controller engineer /hydraulics Engineer.
Reporting: Quality Controlee Engineer provide systematic project reporting consist of Report, Quality Progress Report and Financial Report on Weekly Basis and Monthly Basis

Perform other duties as are assigned by supervisor.

Job Requirements:

Required Education degree/ Experience

Bachelor degree in Quality Control/Monitoring Engineer or civil  engineer  with 5 years continuously experience overall Site Quality Control /Monitoring Engineering,
Hydraulics or civil engineer and with construction Quality Control experience for infrastructure/Water Supply projects such as water supply pipe scheme, construction of water reservoir and good knowledge of water supply and preparation Estimation of BOQ, for Post graduate in Quality Controlee Engineer, Hydraulics Engineering or Civil Engineering with 5 years continuously experience in Quality Control/Monitoring, water supply related project as mentioned above.
English: Quality Controlee Engineer fluency in the language, expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), to participate actively in meetings and in work related discussions.
Ability to use computers and have knowledge of MS Office, Auto Cad & Tool of Quality Controlee/Monitoring on site.
Desired working experience in Liaison with the MRRD and the, contractors engineering staff.

Skills & Abilities Required:

Managing Site Quality Control, Site supervision, site monitoring and all types Lab testing in filled of construction & having the required skills in technical progress of field
Writing and communication ability in related area.

Reporting directly to Project Manager.
