About IOC/CCNPP/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) was established to develop and implement programs promoting responsible social and financial growth in rural areas, primarily in the non-farm sector. It has employees in all 34 Provinces of Afghanistan, and delivers a wide range of programs funded both by the Ministry itself and the International Community.

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

MRRD aims to reduce poverty amongst the approximately 80% of Afghans who live in rural areas by implementing a made-in-Afghanistan “Pro-Poor” growth strategy which calls upon the government and civil society to address the macro economic constraints, the small size of the formal private sector, and the realities of rural poverty in order to implement realistic poverty reduction and development strategies. These strategies are developed within the broader context of the interim Afghan National Development Strategy (i-ANDS), the roadmap the Government of the Islamic Republic of Afghanistan (GOA) is following as it works towards achieving the UN’s Millennium Development and Afghan Compact goals

Job Summary:    

The Liaison/ Communication Officer will be responsible to the Deputy Ministers of Programms for all aspects of liaison and communication issues related to the DMP office with all MRRDs programms, department’s and relevant stakeholders, the Liaison/ Communication Officer role will include, but not be limited to:

Job Description:

Duties and Responsibilities Main Responsibilities:

Responsible for tracking and speeding up the internal and external approval process by DMP Office.
Prepare and review official documents (Peshnehad, Maktob, Istelam and Etc.)
Take minutes of meeting conducted by DM Office.
Assist the DMP Office in overall management and liaison with donors.
Assist in analyzing documents and its provisions in relation to government policy.
Liaison with MRRD offices and take necessary action.
Liaise between MRRD programms, departments and stakeholders on DMP relevant issues.
Records the tracking of the documents with exact dates received and processed.
Provide a weekly report on the progress/barriers during the past week to DMP office.
Assist other units in day to day work when required

Give effective administrative/financial support to the programms.

Ensure that records and statistics relating DMP office are maintained and reported
Monitoring the DMP office procedure on regular bases
Report any delay of the documents to relevant department with clear reason
Any other task may be assigned.

Job Requirements:

Qualifications, Experience & Skills Required According to (NTA):

Bachelor degree in Economics, Project management, Business Administration or Public Administration with 4 years professional working experience, preference will be given for Master’s degree.
Good communication skills and ability to identify, resolve and/or report the bottlenecks.
Good writing and communication skills;
English Fluency in Dari and Pashtu languages is required;
Strong computer skills are essential, including facility with Microsoft Word and Excel
Highly motivated, flexible and capable of working under pressure;
Capable of developing clear goals that are consistent with agreed strategies; identifies priority activities and assignment; adjust priorities as required; allocates appropriate amount of time and resources for completing work; uses time efficiently;
Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
