About RPCO/MRRD:

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

Regional Programs Coordination Office (CO) was established in 2007 as a platform for increasing demand for rural development of various diversified activities which created a base for all basic infrastructure amenities emergency activities and community based small scale irrigation rehabilitation and development. CO is established as a platform for various diversified activities where all other programs in the Ministry are limited in their scope or mandate. Usually CO fulfill the needs of communities on request basis.

Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB).

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs)

Job Description:

Duties & Responsibilities:

Prepare technical detailed designs, calculations, bill of quantities and drawings for contract work packages (check dams, irrigation canals and related structures).
 Ensure that the design of the projects cover, social, economic, environmental norms & requirements
 Supervise activities of contractors on construction sites (check dams, irrigation canals and related structures)
Take parts for survey and assessment of the projects before and during the implementation.
Provide the outputs (design of the projects, technical reports/TOR, Bill of Quantity (BoQ) etc.) on time and accurate.
Conduct survey and assessment of the project before and during the implementation and provide advices to the implementing agencies (Contractors, CDC and DDA).    
Submit work to head of unit for check.
Supervise the contractors to ensure all work is performed in accordance with the plans, specifications and agreement.
Assists the contractor/IPs in resolving the technical issues.
Record measurements and tests in accordance with project quality control.
Monitor construction activities for safe work practices.
Review extra work or change order requests.
Perform other duties as assigned.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree with 2 years’ experience baccalaureate degree with 4 years’ experience in Civil, Irrigation or water Resources Engineering.
Overall design and construction experience for infrastructure/Irrigation projects and managing projects for construction of infrastructure is preferred.
English: fluency in the language, expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), to participate actively in meetings and in work related discussions.
 Have knowledge of MS Office and Operate easily CAD software (Water CAD/GEM, Auto CAD,& GIS).
