About RPCO/MRRD:

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RPCO created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RPCO is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.

Job Description:

Duties and Responsibilities:

The Cost Estimating Engineer will be part of HQ and Kandahar PIU Engineering team/ Estimation Unit, and he/she will work under supervising of Head of Engineering.

The main duties and responsibilities of Cost Estimation Engineer will be but not limited to the following:

Calculating and determining of work volumes of irrigation, road and bridge, water supply designed subprojects
Providing detailed Bill of Quantities (BoQs) and Summary Sheets for all subprojects
Facilitating, calculating and determining of prices per unit cost
Having close coordination with relevant design engineers during cost estimation
Gather proposals, specifications and related documents and liaise with related engineers in order to convert specifications to cost estimates
Utilize cost methodologies and tools and Excel models and packages to prepare and maintain reliable and accurate data of man-power and machinery productivity norms and cost estimation
Assess cost effectiveness and economical alternatives of estimated projects and sharing the compression to relevant engineers
Providing and preparing technical forms for survey team for collecting the required construction materials prices from subproject ’sites and local markets
Having close coordination with survey team for providing necessary construction materials list and precise prices from field
Collecting construction materials prices regularly from markets and updating it
 Check and review of work volumes and cost estimation of others engineers
  Prepare Work plan and determine project duration as per the scale, complexity of subproject and site condition.
Conduct research for comparing different material options to assess the economically efficient structure.
Prepare revised BOQs/Cost Estimates for cost installment at different stages of project.
 
Assist the procurement team in price evaluation issues if required.
Cooperate and work with relevant estimating engineers for providing construction materials cost database
Prepare cost and expenditure statements, reports and other necessary documentation at regular intervals based on need and request.  
Support all activities in cost estimating and take a proactive approach towards improvements
Providing updated and reliable construction norms (manpower, machinery and construction materials) from related well known and trustworthy resources
Any other duties and responsibilities which are assigned by head of engineering or line supervisor     

Job Requirements:

Qualifications /Experience, Skills and Abilities:

Bachelor degree of university in Civil Engineering
5 years’ experience in the related field.
At least three years’ specific experience in subproject estimation especially in irrigation
Have ability to establish excel linkage system for cost estimating
Familiarity with irrigation and road and bridge projects designed drawings
Have ability to provide cost estimation of projects timely
Have experience in construction norms
Good experience in MS Office especially excel program
Have ability to design all types water supply projects in specific and limited time.
Engages interest and participation of others and has a collaborative approach to working with others
Proactively contributes to the team
Actively committed to team development
Shows moral courage, openness and honesty in all dealings
Good communication skills with the ability to form and maintain good relationships internally and externally
Good interpersonal, negotiation and influencing skills
Strong technical mindset and able to read and interpret technical data and translate to others
Knowledge of estimating techniques
Results orientated and organized with the ability to deliver against deadlines
Strong attention to detail and accuracy skills
Ideally experienced in the use of spreadsheets, estimating pricing models and cost management tools
Able to show evidence of adding value and cost optimization
