NSS
Pilot July 2003 - September 2004
Goal
To protect and improve food security and livelihoods through
the collection, analysis and use of data to understand the
characteristics of risk and vulnerability, in order to assist policy
formulation and programme response.
Objectives:

To identify early
signs of change and deterioration in livelihoods, food security
and nutrition in order to assist in the design of effective
policymaking and programme interventions.

To develop a better
understanding of the characteristics of poverty and the risk
factors contributing to vulnerability, particularly in relation
to issues of food security and nutritional risk.

To complement data
from the National Risk and Vulnerability Assessment 2003 by
looking at those indicators that either were not measured in the
countrywide assessment or are temporarily sensitive and need
more frequent surveillance to meet the early warning
requirements of a national surveillance system.

To have a
standardised and integrated surveillance system to which all
agencies (government and non-governmental) wishing to develop
policies and programmes addressing social protection, poverty
and livelihoods can refer as a primary source of relevant and
up-to-date information.
The
NSS methodology grow
out of perceived shortcomings of assessments before 2002.
Because of these concerns, government ministries and other
stakeholder agencies held a meeting on 21 May 2002,
Integrating Food Security and Nutritional Information in
Afghanistan: The Challenges where it was agreed that there was a
need for a National Food Security and Nutritional Surveillance
System in Afghanistan.
NSS Pilot Implementation strategy
The National Surveillance System (NSS) pilot was funded by
the British Government (DFID) and focused on
monitoring changes in food security and nutrition indicators in
selected sentinel sites, and on analyzing the information within
a livelihoods framework. The NSS pilot was conducted in both urban
and rural areas,
with data collection in fall 2003 and spring 2004. NSS
pilot activities were in the provinces/districts below:
The
sentinel site surveillance system was intended to complement data from other
surveillance activities, including remote sensing images of snow
pack, rainfall and NDVI (normalised vegetation indices) provided by
FEWS Net, and regular market price surveillance data. It was also
design to complement the National Risk and
Vulnerability Assessment (NRVA) 2003, the successor of the WFP Countrywide assessments.
