National Risk &
Vulnerability Assessment (NRVA) 2003
The
National Surveillance System (NSS) project (funded by the EC - 2003 - 2008)
operates a NSS Unit in CSO and Vulnerability Analysis Unit
in MRRD. It's goal is to provide timely,
credible and relevant information to government,
non-government agencies and individuals on rural
livelihoods, poverty and vulnerability and to support
the use of this information in programmes and policies
aimed at reducing poverty and vulnerability for rural
Afghans.
NSS Phase I ran September 2003 - February 2005 and
project summary report completed.
NSS Phase II will run from March 2005 - February 2008.
The inception report (November 2005) was an opportunity to re-assess the
direction of the project, and to present that to the 1st Project Steering Committee
(17th Nov 05). The first annual interim
report was published March 2006.
The
National Surveillance System Project
provides information and analysis resulting from
the following
activities:
Annual National Risk and
Vulnerability Assessments (NRVA)
Provides information on both the nature and level of
poverty, risk and vulnerability and incorporate these
findings into the design of the ongoing social
protection programs. In addition, this assessment is
meant to give a national picture of relevant indicators
needed for the implementation for social protection and
development programs and policies.
Early Warning Monitoring
and Information System
A light ongoing inter-ministerial monitoring system that includes a variety of different components (rainfall
data, crop monitoring and
market
prices) aimed at predicting the deterioration in
household food and water security. This system allows
government and stakeholder agencies to identify the
emergence of a problem, the speed at which it occurs and
its geographic dimensions in order to decide if an
in-depth emergency assessment needs to be undertaken in
a specific location. See

Emergency Needs
Assessments
When the early warning information system signals
deterioration in livelihoods, and food and water
security, rapid assessments such as these are meant to
provide more detailed information on the severity and
nature of need and to guide appropriate interventions.
For example, see recent assessment of
the impact of drought in summer 2004.
Research and Special
Studies:
To provide additional information that cannot be covered
in the above assessments regarding the use of poverty,
food security and other relevant information to program
and policy design. as yet non have been carried out, but the project has
developed a
list of potential issues
for consideration.
Many
results from the work of the
National Surveillance System Project
are published in the Afghanistan
Network on Food Security bulletins.
