Rationale
The National Solidarity Programme
is the primary vehicle used to build social capital by
promoting good local governance
thereby
empowering rural communities
to take control over their lives and livelihoods. Empowered rural
communities collectively contribute to increased human security.
The programme is
inclusive
and
supports entire communities including
the
poorest and most vulnerable
people.

Strategy

By
facilitating the establishment of a framework for village level
consultative decision making and representative local leadership.

By
developing community capacity to identify, prioritise and implement
development needs at the village level.
Implementation
arrangements
Through Facilitating Partners (FPs),
NSP supports participatory mechanisms, which include:

Community mobilization and training to elect and establish
representative Community Development Councils (elected village
shuras) through a transparent, democratic process.
²
Elected village shuras are trained in all aspects of project
management.
²
Elected
village shuras formulate Community Development Plans and prioritise
community initiative
projects.
²
Elected village shuras assisted in implementing community priority
projects through the Block Grant (on average US$ 30,000 per
community).
²
Elected village shuras assisted in seeking additional resources for
other community priority projects.
