Introduction of AIRD

  • A training institute that facilitates better understanding of “Comprehensive Rural Development” for all possible clients through different approaches to training.
  • A “think tank” institute that tries to explore the current situation, issues of rural life and the impacts of intervention/ change in rural areas, to enhance the quality of decision making and policy formulation within MRRD.
  • To work as the link institute to the Centre on Integrated Rural Development for Asia and Pacific (CIRDAP), headquartered in Bangladesh. (www.cirdap.org.sg)

Mission:

The primary mission of AIRD is to “support the implementation of comprehensive rural development toward socio-economic development and poverty reduction in Afghanistan through training and education services, provision of research and policy inputs, and dissemination of results and findings to stakeholders”

Values:

  • AIRD seeks practical solution based on the context within which it works.  AIRD will consult and respond rather than prescribe and impose.  It will ensure that all inputs are built on community strength and promote sustainable rural development.
  • AIRD seeks partnership at all levels and expand cooperation with other similar institutions for the purpose of exchange of experience, collaborated study and training.
  • AIRD seeks to ensure that all it does is done to the highest possible standards.
  • AIRD seeks constantly to monitor and evaluate itself at all levels and from its experience and mistakes.

Goals and Objectives:

  • To become a specialist institute for training, research and information dissemination in the area of rural development.
  • To become a dynamic learning institute that will gradually transform to an autonomous entity.

A good model for what Afghanistan needs in order to make progress in poverty alleviation and rural development is the National Institute of Rural Development in Hyderabad, India www.nird.org.in.

Strategies to Achieve the Goals/Objectives:

  • Innovative programs to contribute to policy through action Research
  • Establish and maintain a comprehensive framework for policy formulation
  • Well -trained and motivated staff with adequate infrastructure and governance system
  • Adequate fund flow to support the programs and future expansion
  • Become an autonomous institute in due course to think and act independently and objectively

Strategic Plan:

To be an autonomous institute, AIRD will pass the following phases:

  • Rehabilitation/Operational Phase (2008-2010)
  • Development Phase  (2011-2015)
  • Autonomous Phase (From 2016 onward)

The strategic objective of AIRD during rehabilitation and operational phase (2008-2010) is to rehabilitate and operationalize AIRD as a well equipped research and training centre for rural development in Afghanistan with adequate facilities and human capacity for deliberating research and training activities in collaboration with similar national and international institutions. During this phase AIRD will be visible and fully operational in Kabul and provinces.

Organizational Structure:

AIRD works under the Local Governance Pillar of MRRD and based on the strategic objectives, the current Organizational Structure of the Institute consists of six main sections including Training and Education, Research and Policy, Impact Evaluation Unit, Information Dissemination & External Relation, Rural Technology Park and Admin/Finance section. The entire mentioned sections are properly operated and at the time, there are 83 staffs consisting of 50 contract staffs and 43 civil servants working in different positions within AIRD.
