Summary Biography H.E. Jarullah Mansoori
Minister of Rural Rehabilitation and
Development
Islamic Republic of Afghanistan

H.E. Jarullah Mansoori was born in Takhar
province and graduated with a B.Sc. (Hons) in
Development Economics from the Islamabad
International University in 2000 Pakistan. He
subsequently earned his Master’s degree in
Political Science from Islamabad International
University, Pakistan in 2003.
Prior to his nomination as a ministerial
candidate, Mr. Mansoori held the post
(2008-2010) of Deputy Director General of the
National Environmental Protection Agency (NEPA)
of the Government of Afghanistan. His main
responsibilities under this position involved
policy oversight and alignment and ensuring NEPA
was able to contribute to and support the
implementation of globally recognised policies
and practices. Mr. Mansoori also participated in
the development of regulatory tools covering
statutory, legal and operational procedures
aimed at reducing the exploitation of natural
resources and the improvement of improvement of
environmental conditions in Afghanistan. In
addition, Mr Mansoori promoted the initiation of
regional initiatives around trans-boundary
natural resource protection including the
promotion of a PEACE park in the Wakhan corridor
with China, Tajikistan, Pakistan, the
environmental assessment of AMU DARYA for
industrial effluents, and military legacy and
exchange of environmental information / data
between the Ministry of Environment – Tajikistan
and NEPA.
Mr Mansori began his association with NEPA in
2005, when he joined as the
Legal
Advisor and Chief of the Staff.
As Legal Advisor to NEPA he supported and
facilitated all legal issues within the context
of Environmental Affairs, along with other
sectoral strategies and cross verification with
the Environmental Act of the Afghanistan. The
position also involved performing the role of
Interim Executive Secretary for the Afghanistan
High Commission on Atomic Energy (AHCAE) and
national focal point for the International
Atomic Energy Agency (IAEA).
From
2004 to June 2005, Mr Mansoori was a Consultant
Expert with UNODC
providing technical legal and political advice
to ensure an informed and substantive output. In
this capacity, he supported the legislative
process of the adoption of legislation against
terrorism and transnational organized crime in
Afghanistan, through providing legal advice to
legislators and legislative drafters. Mr.
Mansoori also had oversight of the process of
technical legal and political advice to criminal
justice practitioners on the implementation of
the new legislation against terrorism and
transnational organized crime, amongst other
responsibilities.
Mr. Mansoori commenced his contribution to the
public sector in 2003 as Senior Socio-Economic
Advisor to Minister of Justice (MoJ). The remit
of this post involved providing advice to His
Excellency, the Minister of Justice on all
policy and strategy levels within the context of
international human rights, national laws and
within the Islamic virtues of Human Rights
including Sharia Law.
Achievements and Publications Include:
Co-author of the Afghanistan’s Environmental
Law – worked closely with the International
consultant (UNEP) and Ministry of Justice in
drafting the first Environmental Law of
Afghanistan 2006
Drafted the Ozone regulations for the
implementation of the Montreal Protocol in
Afghanistan and later promulgated by the
Government of Afghanistan
Co-founder of the Afghanistan Atomic Energy
Commission (AAEC) established in 2007, with the
close collaboration of the International Atomic
Energy Agency (IAEA) and Ministry of Health and
other partners to establish Afghanistan’s Atomic
Energy Commission (AAEC)
Drafted the Afghanistan’s Atomic Energy Law
(Draft) for the Afghanistan Atomic Energy
Commission to institutionalize its operations
and mandate
Served as the National Focal point to the
United Nations Framework Convention on Climate
Change (UNFCC) 2008 till date
Drafted the Regulations for anti-smoking
campaign in Afghanistan later approved by H.E
the President of the Islamic Republic of
Afghanistan
Mr Mansoori speaks Dari, Pashto, English, Urdu
and Arabic.
