left on a visit to the Salang highway to supervise the activities of a joint Government rescue team

The Minister for Rural Rehabilitation and Development visited the ongoing rescue operation process in the Salang Pass along with Engineer Suhrab Ali Safari, Acting Minister of Public Works , Dr. Suraya Dalil Acting Minister of Public Health and Fatima Aziz, Parliamentary representative for Kunduz.

Whilst at the site, H.E Minister Mansoori stated his desire to mobilize more resources of the Ministry of Rural Rehabilitation and Development in order to further assist the rescue team working at the Salang pass.

In response, the parliamentary representative for Kundoz  thanked the Ministry of Rural Rehabilitation and Development and Ministry of Public Works for their rapid action and support to those individuals affected by this disaster.

In conclusion of this visit, the Acting Minister of Public stated they will continue to battle against the difficult conditions so that the Salang highway could be re-opened in a few days.

H.E. Jarullah Mansoori Minister of Rural Rehabilitation and Development inaugurated  road of Lalandar village in Chahar Aasyab district of Kabul province

The project involved construction and gravelling of 12.3Km rural roads, 915 meter retaining walls, 16 pools worth 23 million and 500 thousand Afghani funded by Ministry of Rural Rehabilitation and Development and implemented through National Rural Access Program(NRAP).

The completion of this project provided transportation facilities for 7665 people directly and indirectly for more than 9000 people.

H.E Jarullah Mansoori Minister of Rural Rehabilitation and Development met with  French Ambassador to Afghanistan

The Minister Jarullah Mansoori welcomed  Mr.Jean d’ Amecourt to the Ministry   and in response  the French ambassador congratulated H.E Jarullah Mansoori on his appointment as Minister of Rural Rehabilitation and Development, both sides pointed at the historical ties between Afghanistan and France and discussed about different issues.

H.E Jarullah Mansoori briefed the French ambassador on the Ministry’s programs and thanked the France for it’s assistance for the development of Afghanistan and assured about transparency of using the assistance.

Reaffirming his country’s continued assistance, the French ambassador said the National Solidarity Program of the Ministry of Rural Rehabilitation and Development is the most important programs of the Ministry for reconstruction and renovation projects in rural Afghanistan and his country will continue it’s assistance through this program.

He added that they will spread their development projects from Tagab, Nejrab and Elah sai districts of  Kapisa province and Surobi district of Kabul to other areas of these provinces.

The France contributed about 2 million USD for implementation of development projects in all villages of Afghanistan through National Solidarity Program of the Ministry of Rural Rehabilitation and Development, and it will be increased after Kabul conference in the future.

H.E Jarullah Mansoori meets with Japanese Ambassador to Afghanistan

Also during the same week, H.E. Minister Mansoori hosted a meeting with H.E. Shigeyuki Hiroki, Ambassador of Japan to Afghanistan.  Outcomes of the London Declaration were discussed in relation to MRRD programmes and projects under Disarmament Illegally Armed Groups (DIAG) and the Japan Border Stabilisation Fund.

Both parties strongly identified with a community-base approach as the most sustainable strategy in resolving the issues of reintegration; they also discussed possible availability of additional funding to meet the growing needs for integration and reconciliation as articulated by the London Declaration.

In response, Ambassador Hiroki promised the continued cooperation of his country regarding development and reconstruction or rural Afghanistan.

H.E Jarullah Mansoori meets with H.E. Karl Eikenberry, Ambassador for the United States of America to Afghanistan

An initial meeting between the Minister for Rural Rehabilitation and Development and Ambassador Eikenberry took place in anticipation of the London Conference. The meeting provided an opportunity for Minister Mansoori to outline the aspirations and requirements for all the MRRD programmers to play their part in stabilization of security and good governance.

Ambassador Eikenberry assured the Minister of his country’s continued assistance in the area of sub-national governance and the consolidation of the Afghan National Security Forces to allow the Government of Afghanistan to lead the establishment of security across the country which has the priority in America’s working plan.

H.E Jarullah Mansoori appointed as the new Minister of Rural Rehabilitation and Development by the Government of Afghanistan

Mohammad Yusuf Pashtun Minister –Advisor to the President responsible for Construction Affairs on 30 Jadi, 1388 presented H.E. Jarullah Mansoori as the new Minister of Rural Rehabilitation and Development.

In his opening speech, Mohammad Yusuf Pashtun stated the Ministry of Rural Rehabilitation and Development is one of the highest performing ministries of the Afghan Government and the of a new minister will provide an opportunity for further progress in this respect.

He added that the appointment of a new Minister reflected the needs of the Afghan people to accelerate the reconstruction and development process to meet the needs of the people and this will be achieved under the new leadership.

In response to the introduction, His Excellency, Mr. Jarullah Mansoori Minister of Rural Rehabilitation and Development expressed his appreciation of former Minister of Rural Rehabilitation and Development, Mr. Ehsan Zia’s diligence and achievements. He stated that the trust of the people of Afghanistan expressed through their representatives is a significant assignment and a great responsibility for him that he will work tirelessly to achieve the aims and desires of the people.

H.E. Mr. Mansoori further added that he has given his commitment to the peoples’ representatives in the parliament to combat any administrative corruption within the Ministry and he reiterated in the presence of those attending the inauguration.

A welcome address by H.E. Wais Ahmad Barmak, Deputy Minister for Programmes of Rural Rehabilitation and Development then followed. Deputy Minister Barmak  welcomed H.E. Jarullah Mansoori as the new Minister of Rural Rehabilitation and Development and briefly mentioned the achievements of the ministry over its last eight years which had been made possible by the dedicated and hard-working of hard working staff of the Ministry under the good leadership of Ex-Ministers Mr.Hanif Atmar and Mr. Mohammed Ehsan Zia. He then added the only aim of Ministry of Rural Rehabilitation and Development is to reduce poverty in rural Afghanistan and in accordance with relevant policies and strategies and it will continue to honour this aim.

Mr. Mohammad Ehsan Zia minister of rural rehabilitation & development has been inaugurated one great bridge in central of Orozgan province

This bridged has been constructed with  width of 5m and length of 60m with total cost of 224 thousand US dollar in Charemgar district of Trinkot province and it connects Chora and Charchino districts to the center of Trinkot province.

The total cost of the mentioned project has been funded by ministry of rural rehabilitation & development and 200 thousand people benefited from transportation facilities.

30 major projects which cost 200 million Afghani has been signed by Minister of rural rehabilitation & development Mr.Mohammad Ehsan Zia in Kandahar Province

These projects included construction of rural roads, water supplies, great bridges and Construction of boundary walls in deferent villages of Kandahar, Orozgan, Nimroz, Helmand And Zabel which implemented within coming 10 months. That provide deferent vital facilities for (32818) rural families.

  One of the mentioned projects includes construction of 2 km road in central of Helmand province that provide beneficiary for (560)  people of this province.

of development projects in country which is possible through assisting of people.

17 Development projects costing 9 million Afs benefit 2071 families in Guldara district of Kabul province

The Ministry of Rural Rehabilitation and Development’s Deputy Minister for Programs, His Excellency Wais Ahmad Barmak, presided over the opening of 17 new projects in the Guldara district of Kabul province. 

The projects, which included construction of five 55 kilowatt micro-hydro power projects, a 590-meter, nine shallow wells with installation of hand pumps, a 36-meter retaining wall , a 70-meter irrigation canal, a water dam and irrigation, and a 27-meter boundary wall for a cemetery, were implemented by the Ministry of Rural Rehabilitation and Development’s National Solidarity Program (NSP) in cooperation with the Community Development Councils (CDCs).

Out of the 120 development projects that were identified and prioritized by the 45 CDCs located in the Guldara district, 100 have already been completed and the remaining 20 are currently underway.

6 Development projects inaugurated in the province of Paktiya

The Ministry of Rural Rehabilitation and Development completed the work of 6 development projects that includ 264 meter of retaining wall, 323 meter Canals and intakes with a total cost to 310,000 USD.  The projects were implemented in the districts of Samkanai, Saied Karam, Leja Mangal, and Zazi Ariub of Paktiya Province where 31,000 families benefitted from the facilities provided by the projects.

Ministry of Rural Rehabilitation and Development holds 3-day workshop on improved coordination and communication between central and provincial programs of the Ministry

The workshop was held on 16 June of 2009 in the  Ministry of Rural Rehabilitation and Development for three days intended to discuss about the  Ministry of Rural Rehabilitation and Development‘s programs, main policies, planning and about how to implement the MRRD’s strategic plan.

In his opening speech, His Excellency Mr. Mohammed Ehsan Zia, Minister of Rural Rehabilitation and Development, recounted the achievements and activities of the Ministry over the past 7 years

“Our country has been devastated by three decades of war.  Now it needs to be reconstructed and renovated, and it needs good, active governance and hardworking people, especially from MRRD’s workforce.  I am proud of MRRD which so diligently serves our rural people in far and remote areas of the country, reducing poverty, creating job opportunities, improving the well-being of our rural people and solving many of their problems.  I desire that you should do your duty with social justice, transparency, honesty, impartiality and service to your people.

After that Wais Ahmad Barmak , Deputy Minister for Programs and Razz Mohammad Razz, Deputy Minister for Administration and Finance, reminded the center and provincial directors of their duty and responsibility in regards to the welfare of the Afghan people.  They also explained MRRD’s future plans.

Mr Mohammad Salim Kondozi, Deputy for Finance in the Ministry of Agriculture, and His Excellency Mohammad Ismael, the Minister for Water and Energy, joined the workshop on days two and three respectively. They praised the development activities of the Ministry of Rural Rehabilitation and Development and said that MRRD has been reducing poverty in the rural areas and solving many problems of rural Afghan.  More importantly, they promised to cooperate in joint projects with MRRD.  Minister Zia confirmed his support for coordinated efforts and called upon the provincial directors of MRRD to initiate joint programs with the directorates of Ministry of Water and Energy and Ministry of Agriculture.

On the final day of the workshop, the central directors and officers of the Ministry gave information about their activities and their future work plans and answered the participants’ questions.

To conclude the workshop, Deputy Minister Barmak reiterated his demand that the participants work in accordance with the national strategic development plans and MRRD’s service aims. 

In response, Mr Aagha Mohammad Sadiqi, Director of the Herat RRD, spoke on behalf of all the provincial directors saying the results of the workshop had been very positive and reaffirmed their commitment to solving the problems of rural Afghans through dedication and hard work.

Minister of Rural Rehabilitation and Development Signs 13 DIAG Development Project Contracts

The Minister of Rural Rehabilitation and Development (MRRD) today signed 13 DIAG development project contracts worth approximately USD 1.66 million with private construction companies.
 The Minister of Rural Rehabilitation and Development, Mohammad Ehsan Zia,
and the Director of Joint Secretariat for Disbandment of Illegal Armed Groups (DIAG), Aziz Ahmadzai were present at the occasion.

The contracted projects include three social & cultural centers, two basic health centres, hundred twenty wells, two bridges, tractors, water supply and intake and canal and boundary walls. These projects will be implemented in seven provinces, namely Badakhshan, Takhar, Herat, Faryab, Panjshir, Samangan and Nangarhar, and will directly benefit 13,970 families.  

Following the signing ceremony, H.E. Mohammad Ehsan Zia said:
 “It is a matter of great honor and pleasure for me to see people turn towards peace and stability, laying down their weapons and thinking about the reconstruction and development of their villages”. 

MRRD is currently preparing and implementing DIAG Development Projects in 69 districts. Of these, 13 have been signed today today (2 are additional features for the completed projects), 8 have been completed, and 26 are currently under construction, whilst the remaining 24 are under preparation.   

Since the start of DIAG operations on June 11th 2005, 641 illegal armed groups have been disbanded, 77 districts have been declared DIAG-compliant, and a total of 45,148 weapons have been collected.

Inauguration of 28 new development projects in Ghor Province

The projects include construction of 45 Km rural road, construction and activation of 9 micro hydro power projects, 3 projects of distribution of solar panels, installation of 1 diesel mill, digging of shallow wells, conducting of 3 illiteracy courses and conducting of carpet and tailoring courses costing 33milions and 700Afs funded and implemented by Ministry of Rural Rehabilitation and Development under National Solidarity Program (NSP) with direct contribution of community development councils.                                     

The completion of these projects provided safe drinking water, electricity, transportation and handicraft skills for 4953 rural families in Ghor province.

7 new development projects started in Urozgan Province

The Minister for Rural Rehabilitation and Development, Mr. Ehsan Zia signed 7 development projects in the province of Urozgan today 29th January 2009.
The projects include 3 intakes, 2 retaining wall with 2011 M length, 1500 M roads and construction of a 60 M motor able bridge at cost of more then 2 million USD.
The projects will be completed in 3 to 4 months benefiting 72 thousands people in Trinkot area at Urozgan.
20/000 working days will be generated through the implementing of the above projects will also provide irrigation facilities, protection house from contingent floods and provides transport facilities for the people of Trinkot.
Additional to the above, The Ministry of Rural Rehabilitation and Development have implemented more then 185 development projects with a cost of 17 million USD in the districts at Chara, Dehrahad, Khas Urozgan and Trinkot of which 72 projects have been completed and the work of the remaining projects are ongoing/
All the above mentioning projects have been requested by the people that indicated the people desire to the reconstruction process.

8905 families benefited from 72 new development projects in Engli district of Herat provice

 The projects with a total cost of 31 million Afs including  extension of 20300 meters of water supply network,  digging of 6 shallow wells, installation of 1 water reservoir  with capacity of 20m3, construction of 40 bridges,  construction of 3 cultural centers, extension of 1 electrical  network with capacity of 400 volts, construction of 400m  karizes, construction and rehabilitation of 2 public baths,  construction of 19 Karizes, construction of water wells,  establishment of 6 tailoring course for 150 student mostly  women.  The projects were funded by the Minsitry of Rural Rehabilitation and Development through its National Solidarity Program(NSP). All projects had been requested by the people and implemented by the people.   The main goal of NSP is to empower communities to make informed decision on their villages.  The people will then be involved in all projects cycle.

Afghan officials urge speeding the pace of aid

After three weeks in Pakistan and Afghanistan, I find it easier to be hopeful about the latter.

Across the board, the Afghans I met, from government officials to elders to students, did not want a return of harsh Taliban rule. But they were frustrated with their government's failure to provide security and jobs or to lessen corruption. Polls bear out what I heard. They indicate that Taliban gains grow out of intimidation and the Taliban's ability to provide rough governance where the government fails to deliver.

Afghan minister sees hope in travels

Mohammed Esan Zia may be the most popular politician in Afghanistan. He certainly is the most well-travelled.

Mr. Zia has been the Minister for Rural Rehabilitation and Development since 2006. In that role the soft-spoken development expert has made about 100 trips to 34 of this country's 38 far-flung provinces. This has been no small feat, considering that the east and the south are in a state of war and that most of the country is inaccessible except by helicopter and donkey.

Mr. Zia, who has a master's degree in war recovery studies from Britain's York University, has no time for those learned publications that have recently predicted that the Taliban are winning the insurgency.

"The reason I travel so much is so that I can come face-to-face with the hope and determination of our people," he said during an hour-long discussion in his office. "They want to play a role in the development of our villages, which constitute our identity. >>> Read more

Zia visits Brasilia to strengthen ties with Brazil

WASHINGTON (PAN): In an effort to build the nascent Afghan-Brazil ties, the Afghanistans Minister of Rural Rehabilitation and Development, Mohammad Ehsan Zia, and Political Counselor M Ashraf Haidari, paid an official visit to Brasilia early this month.

During their two-day visit, they met with Miguel Jorge, Minister of Development, Industry and Foreign Trade Miguel Jorge; Silas Brasileiro, Deputy Minister of Agriculture, Livestock and Food Supply; and Ambassador Roberto Jaguaribe, Undersecretary General for Political Affairs of the Ministry of External Relations.

The bilateral meetings focused on a discussion of Afghanistans expanding relations with Brazil, and assessing areas of technical cooperation with the country, Haidari said.

Zia conveyed the gratitude of President Hamid Karzai and Afghan people to the Brazilian officials for their government’s recent financial pledge to assist the Afghan reconstruction efforts. >>> Read more

Inauguration of 1 school in Jawzjan province

21 February, 2009 -

Construction of 1 school with the cost totals to 3 million Afs funded and implemented by MRRD under National Solidarity Programme (NSP) with direct contribution of community development council. The completion of the project provided educational facility for more than 500 students in Jawzjan province.

Of note the fact is that since the beginning of the year the National Solidarity Program of the Ministry of Rural Rehabilitation and Development implementing 163 rural development projects in 85 villages of Jawzjan province of which 108 projects were completed and 55 projects are under progress.
